Job Description:

JOB PURPOSE: To improve the health and wellbeing of our communities. BASIC FUNCTION: Establishes, plans and administers the overall policies, procedures and goals for the Information Technology department. Provides day to day, ongoing leadership of assigned personnel in areas of responsibility. Carries out management responsibilities for Information Technology employees in accordance with the Grand River Hospital Districts (GRHD) policies, procedures and applicable laws. Responsible for the management and oversight of the organizations entire information management system, including hardware and software installation, maintenance, and support for the 600+ user local area network (LAN). Establishes and directs strategic long-term goals, policies and procedures for information technology and systems. Based on significant knowledge of departmental and organizational professional objectivesand activities, analyzes the needs of different departments and determines ways to meet business objectives by modifying existing or developing new information processing systems. Manages the research, development, selection, installation and maintenance of technology equipment, hardware, software systems, applications, supplies and related equipment to accomplish business objectives, effectively manage medical information and meet the needs of patient care staff. Works effectively with other departments and vendors to ensure efficient operation and communication; coordinates between department and clinical non-clinical staff to ensure effective integration of technology and systems. Responsibilities include interviewing and selection of candidates for open positions in areas of responsibility. Additional duties include scheduling, onboarding and training assigned personnel; planning, assigning and directing work; appraising performance, addressing complaints and resolving problems. Works in collaboration with Human Resources in determining and applying disciplinary action when necessary. Monitors work output, performance and customer service of assigned personnel and provides feedback to ensure quality work and customer service is provided. Facilitates additional training with staff when required.Responds quickly and effectively to complaints and issues. Provides support to and maintains communication with the Chief Financial Officer (CFO). Develops budgets and assures department is operated within budgetary goals. Develops and executes department projects. Attends leadership meetings and serves on committees as the IT representative. Conducts regular service huddles and staff meetings with assigned personnel. Perform a variety of tasks and other duties as assigned. QUALIFICATIONS: Education: Requires a Bachelors degree in a related field of study. Experience: Six years experience in a hospital environment in a related management position. Direct experience with Meditech is preferred. KNOWLEDGE, SKILLS AND ABILITIES: Ability to read, analyze and interpret general business periodicals, professional journals, technical procedures, and governmental regulations. Ability to write reports, business correspondence and procedure manuals. Ability to effectively present information and respond to questions from customers. Ability to calculate figures and amounts. Comprehensive knowledge of state-of-the-art computer hardware (personal computers, servers, printers, scanners and other peripheral equipment) and software applications typically used by comparably sized organizations; expert working knowledge of LAN systems and the maintenance and upkeep requirements of an information management system; good communication and customer service skills; ability to use non-technical approaches to train others in the use of computer hardware and software; and well developed problem solving and analytical skills. Must be proficient within six (6) months of hire in all technology and systems in use throughout Grand River Hospital District (GRHD). GENERAL COMPLIANCE REQUIREMENTS: Has knowledge of and adheres to all compliance regulations Chief Information Technology Officer, policies and procedures. Completes annual compliance, privacy, and security training. Responsible for complying with all federal, state and local rules and regulations. Complies with the all Grand River Hospital District policies and procedures, the Code of Conduct and the Compliance and Ethics Program requirements. Reports any observation of fraud, waste, abuse, and/or privacy violations. Reports any conflict of interest or relationship immediately. HEALTH INFORMATION PORTABILITY AND ACCOUNTABILITY ACT (HIPAA): Ensures and adheres to strict confidentiality when handling patient information, according to the HIPAA Privacy Act and hospital policy and procedure regarding confidentiality. Complies with all hospital information security practices. Specific vision abilities required by the job include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus. WORKING CONDITIONS: There may be repetitive motions of the wrists and hands, extended periods of stationary work and other conditions common to an office position. The noise level in the work environment is usually low to moderate. The employee may be subject to daily exposure and risk of blood borne pathogens, bacteria, toxic substances, body fluids, communicable diseases and equipment noise. Other conditions may exist which are common to the hospital setting and/or a clinical health care setting. Dexterity of hands and fingers to operate a computer keyboard, mouse, power tools, and to handle other computer components. Occasional inspection of cables in floors and ceilings. Lifting and transporting of moderately heavy objects, such as computers and peripherals. On-call availability for one to two weekends per month and rotating holiday coverage. Home telephone number and/or cell phone for on-call coverage. Must live within 30 minutes of Grand River Hospital District, 501 Airport Road, Rifle CO 81650.
